Memory Card Utility is where PSone classics saves are stored so PS2 games saves shouldnt go in there. Using a different game as example (Kingdom Hearts 2), the Japanese version is "BISLPM-66233-01" and the US version is "BASLUS-21005-07". PS2 classics saves are supposed to be in the Saved Data Utility (PS2). It IS possible to use game saves from different regions, what you need to do is to change this file "BESCES-51719GAMEDATA" (again, going back to my GT4 example) to match with the same game from a different region.

But there are a other ways of transfering the file to your PS2 like by LAN. then you only need to unpack your save to the memory card. The host machine doesnt interact at all with the guest filesystem it just writes overwrites the old binary blob with a new binary blob. Insert one of the CD's/DVD's from the programs above and use the option of game save management.
